Senator Stevens moved and asked unanimous consent that the recede                                                               
message on SENATE CS FOR CS FOR HOUSE BILL NO. 95(FIN)                                                                          
am S "An Act making appropriations for the operating and loan                                                                   
program expenses of state government, for certain programs, and to                                                              
capitalize funds; making appropriations under art. IX, sec. 17(c),                                                              
Constitution of the State of Alaska; and providing for an effective                                                             
date" which had been held on the Secretary's desk (page 936) be
